C. 20555 Attention: Mr. S. A. Varga Joseph M. Farley Nuclear Plant - Unit 2 Hydraulic Snubber Technical Specification Gentlemen:

During a recent verification review of hydraulic snubbers installed at Joseph M. Farley Nuclear Plant - Unit 2, eight snubbers were found to be inadvertently included in Technical Specification Table 3.7-4a.

These eight snubbers are installed on the main steam piping inside the turbine building and are not required for any safety-related function.

Since only safety-related hydraulic snubbers are to be included in Technical Specification Table 3.7-4a, it is respectfully requested that these eight snubbers be removed as an administrative change.

Alabama Power Company's Plant Operations Review Committee has reviewed this proposed change to the technical specifications and has determined that no unreviewed safety question is involved as shown in Attachment 1. The corrected technical specification pages are included in Attachment 2. The Nuclear Operations Review Board will review this proposed change at a future meeting.

This proposed change is designated as Class II in accordance with 10 CFR 170.22 requirements since it is administrative in nature and does not involve a safety issue. Enclosed is a check for $1,200.00 to cover the amount of fees required.
