License Amendment Application to Revise Technical Specification 4.7.7 (Snubbers Sntveillance Requirements) and Bases 3/4.7.7 (Snubbers)
Gentlemen Enclosed is an application for an amendment to the Davis-Besse Nuclear Pover Station (DBNPS), Unit Number 1 Operating 1,1 cense Number NPF-3, Appendix A.
Technical Specifications (TS) to reflect the change attached. The proposed changes involve TS 4.7.7 (Snubbers Surveillance Requirements) and TS Bases 3/4.7.7 (Snubbers).
This request proposes that TS 3/4.7.7 be revised in accordance with the guidance of Nuclear Regulatory Commission (NRC) G*meric Letter (GL) 90-09, Alternative Requirements for Snubber Visual Inspection Intervals and Corrective Actions, dated December 11, 1990 (Toledo Edison letter Log Number 3376). The snubber visual inspection interval schedule of TS 4.7.7.lb would be replaced with the schedule recommended by NRC GL 90-09.
Other revisions to the TS and Bases have been proposed to provide consistency between the current DBNPS TS and the revised visual inspection interval schedule.
Toledo Edison requests that this amendment be issued by the NRC by August 1, 1991, for use during the DBNPS seventh refueling outage.
