Dr. Murley:

On September 11, 1990 members of the NRC's Region Ill and Nuclear Reactor Regulations (NRR) and Commonwealth Edison's staffs conducted a meeting to discuss Commonwealth Edison's initiative to improve the quality of the Quad Cities Station Updated Final Safety Analysis (UFSAR).

Commonwealth Edison previously committed to identify " target" issues for UFSAR text upgrades.

The systems which were targeted for upgrades are as follows:

Emergency Core Cooling System (ECCS) room toolers Diesel Generator cooling water pump Diesel Generator room ventilation Diesel Generator air start system Outage batteries ECCS corner room flood protection General Design Criteria Safe Shutdown Makeup Pump a

Automatic Depressurization System (ADS)

The attached document'provides the upgraded sections to the UFSAR as well as administrative changes to other sections. Attachment A provides instructions for page removal and insertion.

A brief description of the changes is provided in Attachment B.

The revised pages are contained in Attachment C..

Some major milestones in the UFSAR Rebaseline Project have been achieved.

To date, the existing UFSAR has been reformatted to Regulatory Guide 1.70 standards.

Information gathering is near completion and contracts have been awarded to Architect / Engineer firms to assist in the rewrite of the UFSAR.

Finally. paral _lel efforts to improve the quality of the UFSAR_during the interim period prior to the issuance of rebaselined UFSAR continues.

The responsibility for the UFSAR has been transferred to the Regulatory Assurance i

Department of the. Station,_ procedures have been upgraded and a dedicated individual has been assigned to the update function.

These enhancements

-should further improve the quality of future updates to the Final Safety Analysis Report-(FSAR).

This submittal'is not intended to. satisfy the requirement for an annual I

update to the FSAR which reflects all changes made in the facility or procedures. described in the FSAR during 1990.

The 1991 update to the FSAR will be provided no later than June 30, 1991.

To the best of my knowledge and belief, the submitted changes to the

-UFSAR areLtrue and correct.
