1982 FSV MEDICAL EMERGENCY EXERCISE I
The 1982 Medical Emergency Exercise has been scheduled for Tuesday, November 16, 1982. The salient elements of the exercise are as follows:
l 1)
The exe-cise will be held on a day shift, most probably commencing at or about 0830.
The on-site portion of the exercise should be completed by 0930.
2)
Two " victims" will participate.
One victim (Phil Bearly),
will have a
contaminated eye wound and general contamination, and the second victim (Bill Woodard), will sustain a broken arm and body contamination.
The contamination levels will be on the order of 50-100,000 dpm.
3)
The initiating event will be a pipe rupture in a liquid radioactive waste transfer pump cubicle.
The two victims are assumed to be working under an RWP at the time of the occurrence.
4)
The plant alarm will not be sounded for the exercise, nor will accountability be performed.
All announcements will be prefaced by "THIS IS A ORILL".
These words will also be utilized upon termination of announcements.
5)
The Shift Supervisor will utilize plant personnel at his discretion as participants.
6)
The Quality Assurance Department will provide personnel for observers and auditors.
The scope of OA participation will be determined.by QA Department Management.
7)
The exercise will include the transport ofthe two victim's to St. Lukes Hospital via Flight For Life Helicopter, if available.
The exercise will conclude at St. Lukes.
8)
Offsite Agencies (Platte/ille, Weld County, Flight For Life, St. Lukes, etc.), will respond in accordance with established letters of agreement.
