This inquiry concerned a proposed expansion of the reprocessing plant at Windscale, England. T conducted crona-axamination and submitted evidence on the safety of the proposed plant.

b STATEMENT OF PROFESSIONAL QUALIFICATIONS - STEVEN C. SHOLLY I am a Technical Research Associate with the Union of Concerned Scientists (UCS), 1346 Connecticut Avenue, N.W. , Suite 1101, Washington, D.C. 20036. I joined the UCS staff in February 1981. My respensibilities at UCS include monitoring technical developnents in a number of fields related to nuclear reactor safety, including radiological emergency planning, severe > accident research, probabilistic risk assessment and accident consequence analysis, accident mitigation systems, and systems interaction. My responsibilities also incitde writing articles for UCS's quarterly report Nucleus, responding to inquiries from the media and from citizens groups, and researching NRC and technical literature on a variety of topics related to - nuclear reactor safety. Prior to joining the UCS staff, I served as Research Coordinator and later as Project Di rector of the TMI Public Interest Resource Center h (M IPIRC), 1037 Maclay Street, Harrisburg, PA, 17103. At 'IMIPIRC, I was responsible for directing research and public education activities. I also attended the 'IMI-l Restart hearing before the Atomic Safety and Licensing Board and kept 'IMIPIRC members and the public informed on the hearings through press conferences and periodic reports. While at 'IMIPIRC, I authored a report on the then-proposed venting of Krypton-85 gas from the containment of the damaged 'IMI-2 reactor. I was also responsible for monitoring the progress of the cleanup of the 'IMI-2 reactor. I was awarded a Bachelo r of Science degree in Education from Shippensburg State Gllege, Ehippensburg, PA. I majored in Earth and Space

i e Science and General Science and took a minor in Environmental &lucation. I have also taken graduate courses on land use plar.ning at 911ppensburg State College. In addition to the work experience detailed above, I taught Earth and Epace Science and Ehvironmental Science for two years at the junior high school level, and operated wastewater treatment facilities for two years. In the latter capacity, I served as Gief Process (perator at the Derry Township Municipal Authority's treatment facility in Hershey, PA, where I was responsible for monitoring the biological parformance of a 5-MGD tertiary wastewater treatment plant. [h I have published several articles in Nucleus and have also published an article in the Journal of Geological Education on determining Mercalli earthquake intensities from media accounts of historical earthquakes. I have also testified in several Gngressional hearings, most recently before the Subcommittee on Oversight and Investigation of the Ibuse Interior and insular Affairs Comnittee on steam generator operating experience and accident hazards.
