'IVA letter to NRC dated July 13, 1990, "Sequoyah Nuclear Plant (SQN) - NRC Bulletin 90 Loss of Fill-011 in Transmitters Manufactured by Rosemount" Reference 1 provided additional information in regard to TVA's trending program, which is being used to meet the enhanced surveillance program required in NRC Bulletin 90-01.

Reference 1 also stated that TVA will delete six Rosemount transmitters from the trending program in accordance with guidance provided in Supplement 1 of NRC Bulletin 90-01.

NRC has requested confirmation that, for the deleted transmitters, TVA has a high degree of confidence that failures from loss of fill-oil will be detected and a high degree of reliability is maintained for the function consistent with its safety significance.

In Reference 2, SQN committed to " Revise procedures by adding steps and/or precautions to ensure appropriate personnel are aware of the loss of fill-oil issue and the need for additional management review if a Rosemount transmitter is discovered outside the normal drift tolerance."

l The appropriate procedures presently contain the information discussed in this commitment for the Rosemount transmitters listed in Reference 2.

TVA believes that maintenance of this commitment will maintain a high degree of confidence for detecting failure of these transmitters caused by a loss of fill-oil.

In addition, in accordance with TVA's maintenance practice, j

a high degree of reliability will be maintained for the transmitter's function consistent with its safety significance.

There are no new commitments as a result of this letter.
