Dear Mr. Taylor:
In accordance with the Federal Emergency Management Agency (FD%) Rule, Title 44 CFR, Part 350, the State of Ohio originally sulnitted the Ohio Plan for Response to Radiation Emergencies at Licensed Nuclear Facilities, site-specific to the Perry Nuclear Power Plant, to the Regional Director of FDR Region V for review and approval on February 25, 1981. During the review of the site-specific offsite radiological emergency response plans and preparedness, the FDM Region V Regional Assistance Committee (RAC) identified several planning issues which required correction prior to a ru-ndation of formal plan approval under Title 44 CFR, Part 350. Additionally, on August 15, 1986, Governor Richard F. Celeste withdrew his March 24, 1986, implo: mentation directive; however, the Ohio Disaster Services Agency has been actively participating in offsite radiological emcIgency response planning and exercising and has addressed and corrected the offsite radiological emergency planning issues at the Perry Nuclear Power Plant that had been identified by the RAC.
On May 24, 1989, Governor Celeste, in accordance with the provisions of Section 350.7 of the FD% Rule, transmitted the Ohio Plan for Response to Radiation Emergencies at Licensed Nuclear Facilities along with the plans for Iake, Ashtabula, and Geauga Counties, site-specific to the Perry Nuclear Power Plant, to FD% Region V for review and approval. On April 3, 1992, the FD%
Region V Director forwarded his evaluation of the offsite radiological emergency response plans and preparedness and a m-- =rdation for approval to the Associate Director for State and local Programs and Support, in accordance with Section 350.11 of the FDM Rule. Included in this evaluation was a review of the Perry Nuclear Power Plant offsite radiological emergency l
preparedness exercise conducted on June 20, 1990, in accordance with Section 350.9 of the FD% Rule, and a report of the Public Meeting conducted on February 20, 1985, in accordance with Section 350.10 of the FD% Rule.
Based on the evaluation and rummndation for approval by the FD% Region V Director and the review by the Headquah staff, in accordance with Section 350.12 of the FD% Rule, I find and determine that the State and local plans and preparedness site-specific to the Perry Nuclear Power Plant are adequate to protect the health and safety of the public living in the vicinity of the site. 'Ihe offsite radiological emergency response plans and preparedness are assessed as adequate in that there is reasonable assurance that appropriate protective measures can be taken offsite in the event of a radiological eneIgency and that the plans are capable of being implenented.

Perry Nuclear Power Plant, was previously approved by FD% on September 8, 1986, in accordance with the criteria of NUREG-0654/FDR-REP-1, Rev. 1, 14perdix 3, and FD%-REP-10, the " Guide for the Evaluation of Alert and Notification System for Nuclear Power Plants."
Accortlingly, I approve the Ohio State and local offsite radiological energency response plans ard preparedness, site-specific to the Perry Nuclear Power Plant.
