This letter constitutes an interim report concerning the subject condition, initially reported to the Commission on November 9, 1982 as a potentially reportable deficiency under 10CFR50.55(e).
H. J. Kaiser Field Construction Procedure FCP-2-206, retired on August 25, 1982, delineated requirements for pipe bending operations.
While the code gives relief on level of qualification for pipe size 6" diameter or less it is necessary to provide do :umented evidence that the minimum wall thickness and the ovality tolerance is maintained per NB4223.1 and NB4223.2.
An extensive search of documentation has not producedevidence that any bending qualification tests were actually performed. As a result, there is a possibility that some bends may exhibit deficiencies such-as ovality, undersized walls and cracking.
Efforts are underway to revise Mechanical Construction Procedure MCP-7, " Piping Installation," to allow requalification of bending operations performed at Zimmer. Walkdowns of piping systems will be utilized, as necessary, to assure all bends are in compliance with J _A

Code requirements. Verification is expected to be completed by January 31, 1983, at which time a final report will be submitted.
