,- License Amendment Request Dated February 26, 1991 Steam Generator Power Qp,n,(Lt;td Relief Valve Action St at ement Attached is a request for a change to the Technical Specifications, Appendix A of the Operating Licenses, for the Prairie Island Nuclear Generating Plant. This request is submitted in accordance with the provisions of 10 CFR Part 50, Section 50.90.

License amendments 91 and 84 to the Prairie Island facility operating licenses, approved October 27, 1989, incorporated a large upgrade into the Prairio Island Technical Specifications. Included in that upgrade was a completely rewritten Section 3.4, " Steam and Power Conversion System" . During the , reparation of the rewrite of Section 3.4, the action statement provided for the steam generator power operated relief valves was unintentionally not included in the revision to Section 3.4. The proposed changes incorporate an action statement for the steam generator power operated relief valves back into the Prairic Island Technical Specifications.

Exhibit A contains a description of the proposed changes, the reasons for requesting the changes and the supporting safety evaluation /significant hazards determination. Exhibit B contains current Prairic Island Technical Specification pages marked up to show the proposed changes. Exhibi' C contains the revised Technical Specification pages.
