Docket No.50-354 -- Facility Operating License NPF-57 Request for a Cost Beneficial Licensing Action (CBLA) for the Revision to License Amendment Application LCR 88-05, Permanent Hydrogen Water Chemistry System On April 7,

1994, Public Service Electric and Gas Company (PSE&G) submitted to the U.S. Nuclear Regulatory Commission (NRC) letter NLR-93182, in response to NRC's Cost Beneficial Licensing Action (CBLA) initiative.

Per CBLA, this submittal contains the results of the pertinent economic study and explains PSE&G's current position on an earlier amendment to Appendix A of Facility Operating License NPF-57.

On April 3, 1989, the NRC approved an earlier request (LCR 88-05, dated September 28, 1988) as License Amendment No. 23, allowing for the operation of the Interim Hydrogen Water Chemistry System (HWCS).

PSE&G stated that the HWCS will meet the requirements of EPRI Special Report NP-5283-SR-A "EPRI Guidelines for Permanent BWR Hydrogen Water Chemistry Installations, 1987 Revision" without exception or deviation.

Use of the EPRI guidelines had been encouraged by the NRC.

In the 1988 submittal, PSE&G stated that it would utilize two DOT-approved transportable tube trailers to store hydrogen on-site on an interim basis. Once an economic study was performed,. the best option available for a permanent hydrogen storage facility would be determined.

After the. recent completion of the economic study, PSE&G concluded that the best option available'is to continue using the transportable tube trailers as the Permanent HWCS and the existing.

i Liquid Oxygen Storage (LOX) tank as a permanent oxygen storage facility.

The NRC's approval for this determination is requested.

i PSE&G conducted the required 10 CFR 50.59 Safety Evaluation on the impact of three external events on the HWCS and safety-related equipment at the plant, and concluded that the proposed l

permanent solution meets the requirements of the EPRI guidelines.

I PSE&G's justification hinges on the fact that in all cases the separation distance between the HWCS and safety-related equipment i

meets, and exceeds, by a substantial margin, the recommendations of I

the National Fire Protect..on Association (NFPA 50 A).

The New Jersey Departn.Ont of Environmental Protection and l

l Energy's Bureau of Nuclear Engineering (BNE) routinely reviews the i

License Amendments Requests submitted by the licensee in accordance l

1 to the provisions of 10 CFR 50.91(b). Although the CBLAs are a different category of submittals, they may also impact safety l

aspects of the plant. Therefore, the BNE will routinely review and l

comment on CBLA's, as well.

Based on our review, the BNE had no comments but does have the following two questions:

(1)

Are there provisions in place for securing the trailer l

(to the ground, to poles, etc.,) once the hydrogen tubes are connected to the system?

In the submittal, there is mention of metal straps securing the tubes on the j

trailer, but no mention of how the trailers themselves

]

will be secured.

(2)

In attachment 1 on Page 6, Item 5,

" Flooding Analysis",

it is mentioned that decision criteria are in place for l

i removing the trailers off-site in the event of an l

l impending flood.

How does the criteria cover the event l

for a flash flood ?
