.Referencei-TVA-letter, dated January 9,1991, plans for the Return to Service of BFN Units 1 and 3 As part of the referenced letter, TVA committed to provide the NRC staff with'the action plan for dispositioning concerns related to Seismic Class II piping-over Class.1 commodities at BFN Units 1 and 3.
TVA-comitted to provide a sumary of the. concerns, a review of the Unit 2 resolution, a discussion of lessons learned, and a description how these concerns will be resolved on Units 1 and 3.
Systems interaction in nuclear power plants is currently being addressed
.by NRC-as Unresolved Safety Issues (USIs) A-17, Seismic Interactions in Nuclear power plants, and A-46. Seismic Qualification of Equipment 11 Operating plants. NRC and tho' industry are developing resolution fo *

This program was submitted by TVA letter, dated March 29,-1988.-
NRC concluded-in Section 2i2.4.2 of NUREC-1232, Supplement 1, dated
-October 24, 1989,- that TVA's program was acceptable-to allow restart of Unit 2.
TVA notified NRC of the completion of this program by letter, dated January 3, 1991.

U.S. Nuclear Regulatory Commission TVA has determined that the specific issue of seismically induced water spray from Seismic Class II piping impinging on Units 1 and S Seismic Class I commodities will be implemented, in accccdonce with the Unit 2 criteria and implementation precedent, prior to the rentact of Units 1 and 3.
Long-term operation of Units 1, 2. Lnd 3 will require compliance with the final resolution of criteria and scho6ules association with the generic resolution of USIs A-17 and A-46.
