GNRO-91/00017 Gentlemen During preparations for an Electrical Distribution System Functional

Inspc %1on (EDSFI) at the Grand Gulf Nuclear Station (GGNS), Entergy Operations, Inc. determined that the minimum usable fuel oli volume for the Division I diesel generator storage tank was 61,914 ge11ons.

Contrary to this, Technical Specifications (TS) 3.8.1.1.b..' and 3.8.1.2.b.2 require a minimum volume of 57,200 gallons. Similarly, a new calculation of the Division III fuel oil requirements identifled a minimum usabic volume of 41,158 gallons which is greater than the Technical Specification value of 39,000 gallons. The new calculation for the Division II fuel oli requirements verified that the current TS value of 57,200 gallons bounds the newly calculated value of 53,530 gallons.

The revised calculations for the Divisions 1, 11 and 111 storage tanks were reviewed by the EDSF1 team during November - December, 1990.

Accordingly, a proposed change to the Operating License har been developed to revise these values. The TS value for Division 11 is also l revised to maintain the existing consistency between the Division 1 and l

11 volume values.

It should be noted that while the above newly calculated volumes exceed the TS required minimum usable volumes, the minimum fuel oil storage t ank volumes were maintained above the newly calculated values because of conservative input values pertaining t o the amcur.t of unusable fuel oil volume in the original calculat.icns. Therefore, GGNS always met the recalculated fuel oil volumes for the three diesel generat ors by performance of the current surveillance procedures.

Grand Gulf has implemented a Technical Specification Position Statement (i.e., TSPS 133) which provides administrative control of the fuel oil storage tank minimum. volume values until the proposed Operating Liccuse amendment is approved. This position statement will ensure that an adequate fuel oil inventory is maintained in the storage tanks.

In accordance with the provisions of 10CFR50.4 the signed original of the requested amendment is enclosed. Attachment 2 provides the technical justification and discussion to support the requested amendment.

This amendment has been reviewed and accepted by the Plant Staff keview Committee and the Safety Review Committee.

Based on the guidelines presented in 10CFR50.92 Entergy Operations has concluded that hiw prnposed arnendment involves no significant hazards considerations.
