STATEMENT OF RONALD A.
GOLDFARB, CHIEF OF POLICE Village of Ossining, New York Representing Westchester County Chiefs of Police Association The Emergency Response Plan for Westchester County places a heavy strain on emergency services in the event of a major accident at Indian Point.
Although it has been pointed out by the utilities involved that an evacuation would be highly unlikely, it is imperative that the means to accomplish an evacuation be in place in the event the plan would be implemented to its fullest, i.e.
evacuation.
The main concern among law enforcement agencies within the affected 10-mile radius is the inadequate radio communications that presently exist.
The adequacy of the individual radio communication systems of each police agency within the 10-mile radius of Indian Point vary dramatically for the day-to-day enforcement operations within the community.
- However, if.a major accident were to occur at Indian Point, involving evacuation, l
the coordination among the affected police agencies would be non-exist-ent, due to the lack of common radio communications.
Telephone communi-cations would be hampered due to an anticipated flooding of calls from citizens, regarding evacuation and instructions (this occurred during 1
the March 3, 1982 drill, and when the emergency alerting system was set off in error).
Thus, radio communications would be the prime source of information and coordination for all police departments.
Outside af a nuclear attack, no other major disaster would more necessitate the co-ordination, by common radio communications, between police departments in the affected area.
The NY State Division of Criminal Justice Services, under an LEAA (Law Enforcement Assistance Administration) grant, instituted the Mobile Radio District Program within the state.
However, due to the elimination of LEAA and the budget cut-backs at the state level, this program was halted.
Only a handful of police departments in Westchester County and within the 10-mile radious are presently in the MRD program.
This multi-frequency radio system would provide a state and county wide emergency frequency for common communication during a maj or emergency.

for traffic control in the event of an evacuation and s'ould facilitate the flow of emergency response units into the. area.
The only police departments within the 10-mile radius of Indian Point
~that share a conmon radio frequency with the Village of Ossining are the Town of Ossining and the Villages of Croton-on-Hudson and'Briarcliff Manor.
We do not share common radio communications with the City of Peekskill, the Village of Buchanan, the Towns of New Castle, Mt. P l e a.s -
ant and Yorktown, the New York State Police or the Westchester County Department of Public Safety.
It would be critical to be able to communi-cate with all police departments within the affected area, if not within the entire county.
In order to expect police agencies to properly respond to a major acci-dent at Indian Point we must be given the tools needed.
Common communi-cations is the most critical tool needed.
We can not b.e expected to deal with a 21st century problem with an outdated and inadequate communi-cations system.
The Westchester County Chiefs of Police Association does not take a position on the merits of nuclear power, however, the association strong-ly urges this hearing panel to take into account the effectiveness of this plan without an adequate police communications system in place.
