I INTRODUCTION A periodic Tyrc A Containment Integrated Leakage Ra'e Test (ILRT) was 4-successfully conducted on the primary containment structure of the Attansas Nuclear One, Unn 2 pressurized water reactor. The test was completed on March 17,1994. Tbc purpose c,f t'.e test was to demonstrate that leakage throurh the primary reactor containment, and sy ems and components penetrating primary containment does not exceed the allowable k9 'ge rate specined in the Pla:,1 Technical Specifkations.

The test was conductedin ucordance with the requirements of 10CFR50, Appendix J using the Absolute Method denned in ANSI N45.4-1972. The leakage rate was calculated for both the Type A test and the verincation test using the Total Time methodology and the calculational requirements of BN TOP-1, Revision 1 " Testing Criteria for Inte3 rated Leakage Rate Testing of Primary Containment Structures for Nuclear Power Plants."

Leakage rates for both the Type A test and the verification test were also calculated, for infonnation only, using the Mass Point methodology given by ANSI /ANS 56.8-1987. The ILRT was performed at a pressure in excess of the calculated peak contamment internal pressure related to the design basis accident as speci0ed in the Final Safety Analysis Report (FS AR) and the Plant Technical Specifications.

This report describes and presents the results of this periodic Type A test, including the supplemental test method used for veri 0 cation. The summary ot events and test chronology are presented in Section 11, Test Synopsis. Plant information, technical data, test results and measurement system information are presented in Section III, Test Data Summary. The test results are compared with the Acceptance Criteria in Section IV, Analysis and Interpretation. A summary of the local leakage rate testing (Type B and C) performed since the last ILRT is also provided in this report as Appendix F.

The "As Left" Type A test result reported at the 95 percent upper confidence limit is 0.0734 percent of the contained mass per day. The "As Found" Type A test result reported i

i at the 95 percent upper confidence limit is also 0.0734 percent of the contained mass per day. The acceptance criteria specined in the plant Technical Specifications is a leakage rate less than 0.75 L,, or 0.075 percent of the contained air mass per day.

IfST SYNOPSIS Unk shutdown for the 2R10 refueling outage began on March 12, 1994. The unit re9ched cold shutdown conditiom at 1215 on March 13. During the four day period following shutdown, preparatiens to pressurize containment for the conduct of the ILRT included: intonal razJ r:w:rnal insp;ctions of all accessib-treas of the contamment structure; instauation und checkout of the ILRT instrument, alignment of valves and bruim Ra wst condittens; and the installation and cru mut of the temporary pressurization facihties. Local leak rate tests were conducted on 14 valve penetrathns, the equipment hatch and the esca;v air lock; however, no repairs or adjustments were made to any boundary prior to the start of the (LRT.

Containment pressurization started at 1927 on March 15, 1994 Pressurization continued at an average rate of 4.36 ps!/hr using the 10,500 scfm capacity available from the seven diesel driven air compressors No containment fans were run during the pressurization period. At 0725 on March 10, with a building pressure of 54.0 psig, the first bank of compressors was isolated. Presstirizatio' ontinued with the remaining four compressors running - r ;ntainment temperature stari s ecreasing at this time. At G810, the building test pressure of 55.72 psig was reached. The pressurization line was isolated and ven'ed and the stabilization period started.

y The temperature stabilization period was started with data set number $1 at 0815.

Four hours and 15 minutes into the stabilintion period, both the BN-TOP 1 and the ANSI 56.8-1987 temperature stabilization criteria were satisfied. Stabilization data continued 'or 1.5 additional hours to allow for the contained air mass to stabiiize sufficiently to start the test Penetration leak searches were periodically conducted throughout the pressurization and stabilization phases - no significant leaks were observed.

The Type A test period started with data set number 74, at 1400 on March 16. A 4

A veriGeatior flow (corrected for temperature and back pressure) of 5.90 scfm (0.1037 wt.%/ day) was initiated at 2140 on March 16. Following the minimum one hour 2

The composite leakage rates calculated during this period were 0.1357 wt. %/ day for the Total Time method and 0.1331 wt. %/ day for the Mass Point method.

Depressurization began at 0335 on March 17 and was complete at 1442 on March 17.

The primt.ry flow path was through Penetratior. 62 - the six inch ILRT pressurization and depressurization pathway. An addition.al path was provided through the 54 inch diameter purge supply line at 1400, once the building pressure decreased to less than 10.0 psig.

Depressurization was accomplished in 11.1 hours1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> at an average rate of 5.0 psi /hr. No equipment damage was found during the post-ILRT containment inspection.

Integrated Leakage Rate Measurement System The contair ment system was equipped with instrumentation to permit leakage rate determination by the absolute method. Data from the absolute system is reduced to a containment air mass by application of the ideal Gas Law. The leakage rate is equal to the time rate of change of this value. The mass of dry air, W within containment is calculated as follows:

Instrumentation Selection Guide (ISG) Calculation The ISG calculation is a method used to evaluate the total instrumentation systems' ability to detect leakage rates in the range required. The ISG formula is described in ANSI /ANS 56.8-1987, Appendix G and requires that the sensitivity must be at least four times better than the containment's allowable leakage (ISG $

0.25 L,). The ISG calculated for the instrumentation used for this test was 0.0179 wt.%/ day for the 7.5 hour5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> test. The allowable value for this test is 0.025 wt.%/ day.

The ISG value given by the computer for the cnd of test data point reflects actual containment atmospheric conditions ano de number of sensors in service at that time. For this test, the ISG value s bamed on 2 pressure sensors, 6 dew point sensors and 24 temperature sensors.

This report lists the calibration coefficients for each sensor, instrument serial numbers, DAS channel assignments and fmal volume fractic i assignments as-installed for the 1994 ILRT.

Description of Computer Program l

The Duke Power ILRT is written in the C programming language and runs under the Microsoft (R) Windows operating environment. Through use of pull down menus, l

l the user is made aware of all program options at any given time. All data including i

individual sensor readings, containment average readings and leakage calculations are l.

accessible through spreadsheet data display windows, graphs, standardized reports, l

custom reports and data files written to disk. The program provides for multiple views 8

ANO Unit 2 of test data, both graphical and tabular, and also provides for real time updating of the displays with each new data set. Both ANSI'56.8 mass point and BN-top-l total time leakage calculations are performed concurrently.

The ILRT program actually consists of two separ:.te programs. The main program, called LEAK.EXE,is a generic data analysis and reporting program, it can be used at any facility with no changes required, as its personality is derived from a configuration file developed prior to each test. The con 0guration Glc specifies all plant specific information, such as statica name, unit number, number of computments in containment, number of each sensor type within each compartment, sensor calibration constants, volume fractions, serial numbers, DAS channel assignments and containment volume. The second program, called DATACQ.EXE, controls data acquisition and is customized for the type of system being used.

The ILRT program calculations were verified prior to test performance by loading a hand verified benchmark Raw Data File and Connguration Data file into the subdirec:ory containing the ILRT program. Following selection of the Configuration data file, a Test Data file was recalcula'ed by the program. Having rebuilt the Test Data File, all calculated values output by the program were compared with the benchmark calculations. Exact agreement (to the same number of significant figures given in the Benchmark Summary) was achieved between the benchmark calculation and the ILRT program output.

Information Retained at plant The following information is available for review at Arkansas Nuclear One:

A listing of all containment penetrations, including the total number of like penetrations, penetration size and function.

2.

A listing of normal operating instrumentation used for the leakage rate test.

3.

A system lineup (at time of test), showing required valve positions and status of piping systems.

4.

A continuous sequential log of events from initial survey of containment to restoration of all tested systems.

The working copy of the test procedure that includes signature sign-off of procedural steps.

IV. ANALYSIS AND INTERPRETATION A.

ILRT Test Corrections in accordance with 10CFR50 Appendin J, Section Ill A.I.D, leakage penalties must be added to the Type A test result. During the ILRT three penetrations in addition to the electrical penetrations were not placed in the post-LOCA alignment. The penetrations and minimum pathway "As Left" leakage rates are given below:

During the period from 1400 on 3/16, to 0300 on 3/17, the pressurizer level decreased from 70.6 percent to 69.5 percent. During this same period the quench tank level, the reactor building sump level and the steam generator levels remained constant.

"As Found" Evaluation of Containment In accordance with NRC IE Notice No. 85-71, the "As Found" Type A result is determined by adding the total leakage savings resulting from the repairs or adjustments 11

1 ANO Unit 2 made to the containment leakage boundaries to the "As Left" Type A test result. These corrections are the difference between the pre-repair leakage's (but not negative),

calculated in the minimum pathway case for each Type B or Type C penetration.

Following the time of the initiation of the containment inspection on March 12, and the performance of the Type A test on March 16, no repairs or adjustments were made to any containment boundary. Therefore, the total leakage savings adjustment is equal to zero and the "As Found" test result is equal to the "As Left".

OF LLRTs PERFORMED SINCE Tile LAST ILRT The last ILRT was conducted at the end of 2R8. Only LLRTs were conducted during 2R9. Durmg 2R10 the ILRT was conducted at the trginning of the refueling outage. Tne LLRTs were performed following completion of the ILRT. Therefoie, this Appendix only contains LLRTs conducted during the 2R9 refueling outage The table that follows identifics the containment penetration designations, component designations, as-found and as-left leakage rates, and dates of tests Penetrations listed as "2C _" are containment access pentrations, "2E,_" are electrical penetrations, "2P _" are piping penetrations, and "2W_" are purge penetrations Additional tabics are provided for personnel airlock and escape airlock tests. The.,c are provide separately because they are on different test frequencies 7

A review of the data shows that at no time did a penetration fail the acceptance criteria based on minimum path calculations.
