Dear Mr. Schwencer:

References (a), (b), and (c) provided Commonwealth Edison Company's original request and supp1 mental information for a change in Technical Specifications to allow installation of a modification to meet License NPF-11, Condition 2.c. (17).

Reference (a) stated, "This tech spec change must be ef fec-tive only upon completion o f the installation of this modification."

The reason for this statement was that the change involves removal of certain instrumentation (and the applicable technical specifica-tion requirements) and the installation of dif ferent types of -

instrumentation with dif ferent technical specification requirements.

By requesting that the tech spec change be ef fective upon completion o f the installation o f the modification, Commonwealth Edison Company desired to install the modification at the first convenient opportunity, which would likely be well in advance o f the required implementation by the completion of the first refueling outage.

On December 7, 1982, Dr. A. Bournia notified C.W. Schroeder o f Commonwealth Edison that NRC management had determined that it Qgg3 g was necessary that Commonwealth Edison provide an exact implementa-U tion date, in lieu of the requested language.

A. Schwencer December 8, 1982 LaSalle County Station Unit 1 is currently in cold shutdown awaiting NRC approval of Reference (d) ~ which requests approval'of single loop recirculation operation.

Thus, the current outage provides an opportunity. for installation of the modification.

Therefore, Commonwealth Edison _now requests that the Technical Specification Change be approved to be effective as of December 9, 1982.
