Dear Mr. Denton:

As discussed in a December 3, 1982 telephone conversation between Messrs. A. Schwencer and Sang Bo Kim of your staff and Messrs.

C. K. Seaman and R. Grunseich of LILCO, engineering evaluations performed for the Shoreham Nuclear Power Station have determined that the leak channels retain their pressure boundary integrity for all load combinations which the containment liner will see during all design basis events.

It is LILCO's understanding that the above information is suff-icient for the staff to conclude that the Shoreham ILRT of pri-mary containment can be performed with the leak test channel plugs in place.

As this test is scheduled to commence on Monday, December 6, 1982, LILCO is proceeding on this basis.
