COUNCIL MEMBERS are prepared to present testimony on Commission Questions 3 and 4 on March 1, 1982. On information and belief, Intervenors are also so prepared. COUNCIL MEMBERS proffered testimony will not be affected by the events of March 8, 1982 and the re fo re , need not be delayed by the planned exercise. No theory N
