Dear Sir:
In Reference (A), Boston Edison described its planned method of satisfying the guidelines of NUREG 0737, Item I.A.1.3. by establishing a six shift rotation, and by qualifying six (6) additional Reactor Operators and three (3) additional Senior Reactor Operators. Our efforts on the preparation of license candidates were constrained at that time by the impact of the refueling outage, and the unavailability of simulator time. We committed to meet the manning guidelines by September 17, 1982 in Reference (A).
The September date was constrained in turn by the time necessary to receive the NRC Licensing Exam results.
Reference (C) described this constraint and re-quested an extension to December 17, 1982.
onla We regret that we again must request schedular relief. When our initial plan 38 was developed we did not expect such a high failure rate of candidates, nor QS could we accurately forecast the attrition rate of existing personnel. These developments, which are not endemic to Pilgrim, have made it impossible to ok fulfill our commitment by December 17, 1982.
00 ZQ We have developed a new plan to satisfy our commitments. This plan, when L
completed, will provide twelve (12) Senior Reacter Operators, twelve (12)
Reactor Operators, and twelve (12) Tour Qualified Nuclear Plant Operators nro for shift manning. Tne schedule for implementation indicates final completion by April, 1984.

We believe this will deploy our current personnel resources in a best effort to meet the intent of the NUREG for most shifts until adequate licensed personnel exist.
We wish to emphasize, and we believe our past actions and submittals demon-strate, that we have in good faith attempted to recruit, train, and license the necessary complement of personnel to comprehensively satisfy the guide-lines of item I.A.1.3.
Unfortunately, a series of circumstances have militated against the conclusion of our effort, and compels us to request an extension to April, 1984.
