TVA Letter, dated July 6,1990, " Implementation of Revision 4 Emergency Procedure Guidelines" TVA committed in Reference 1 to implement the Revision 4 Boiling Water Reactor Owner's Group (BWROG) Emergency Procedure Guidelines (EPGs) at BFN durin6 1990.
In Reference 2, NRC provided six concerns whleh required TVA's attention prior to Unit 2 restart and suggested that TVA reevaluate the EPG implementation schedule based upon the substantial effort required to develop the Writers Guide; the Revision 4 EPGs, and the long lead time required to implement these changes.
In Reference 3. TVA responded to the restart concerns and committed to implement. the Revision 4 BWROG EPGs by December 31, 1991.
In order to be responsive to NRC interest in the progress being made in the EPG-implementation, draft copies of material which is being developed as part of the implementation of Revision 4 of the Emergency Operating Instructions (the revised Writers Guide Program Manual, and other associated material) have been provided to the NRC Staff for review in support of the upcoming NRC Operational Readiness Assessment.
