SUBJECT:

Revision of Commitment Related to Management Investigative Safety Team (MIST)

In Reference 2, Omaha Public Power District (OPPD) transmitted its response to NRC Inspection Report 87-27.

In that response OPPD committed to the following:

"In order to provide in depth investigativn of any event at the fort Calhoun Station, a Nuclear Production Division Quality Procedure, QP-18, to initiate a Management Investigative Safety Team (MIST), has been issued.

The purpose of this policy is to charter a team, composed of key management personnel, to be responsible for collecting and preserving data, analyzing event significance and identifying root cause."

In Reference 3, OPPD committed to establishment of the Nuclear Safety Review Group (NSRG) under Safety Enhancement Program (SEP) Item 8, a Trending and Root Cause Analysis (RCA) program under SEP 10, and a Human Performance Evaluation System (HPES) under SEP 15.

The establishment of the NSRG and its associated implementing procedures, along with the commitments of SEP 10 for RCA, and SEP 15 for HPES, meets the intent of the commitments related to event investigation and incident reporting under MIST.

OPPD therefore is deleting the MIST charter and implementing procedure NOD-QP-18.

The SEP commitments noted above ?nsure that OPPD continues to have the ability to provide in-depth investigation.
