TECHNICAL SPECIFICATION CHANGE REQUEST NO. 119 The Licensee requests the attached changed page replace page 6-13 of Appendix A of the existing Technical Specifications and the attached license condition.

II.

REASON FOR CHANGE REQUEST The current Technical Specifications (TS) require that aircraft movement information for total number of takeoffs and landings for all aircraft, and total number for aircraft larger than 200,000 pounds, be included in each Annual Report.

In order to resolve the issue of heavy aircraft impact on TMI raised by the Atomic Safety and Licensing Appeal Board in ALAB-692 GPUN agreed to extend the above TS requirements to provide the NRC staff with more de-tailed information an aircraft movements. GPUN's proposal (Reference 1) was accepted by D. G. Eisenhut by letter dated November 8,1982 (Reference

2) provided that appropriate TS changes were made. This TS change request is submitted to fulfill this requirement.

III. SAFETY ANALYSIS JUSTIFYING CHANGE The changes described above are only administrative in nature and will provide the NRC with additional information to assess the continuing safe operation of TMI Unit 1, and therefore, do not represent an unreviewed safety question.

IV. AMENDMENT CLASSIFICATION (10 CFR 170.22)

This change request is administrative in nature and has no safety or environmental significance and is therefore, considered a class II license amendment. A check in the amount of $1,200.00 will be sent under separate cover.

V. IMPLDIENTATION We request that the Amendment be effective as of January 1, 1983, or as of the date of issuance if after January 1, 1983.

LICENSE CONDITION

" Sixty (60) days following the report on aircraft movements at the Harrisburg International Airport for the calendar year 1984 pursuant to Technical Specification 6.9.1.B.2.b ,a report shall .

be-submitted updating the aircrash probability analysis pre-sented by Metropolitan Edison Company to the Atomic Safety and Licensing Appeal Board in the Three Mile Island, Unit No. 2 operation license proceeding (Docket No. 50-320). Such report shall utilize current data on aircraft movements at the Harris-burg International Airport and updated national aerial crash rates and shall be based on the same methodology presented by Metropolitan Edison Company as accepted by the Appeal Board in ALAB-692. Following receipt of such report NRC will, af ter discussion with GPUNC, determine the need for further periodic aircrash probability analyses."
