ADDITIONAL INFORMATION ON GENERIC LETTER 88-01, "NRC POSITION ON IGSCC IN BWR AUSTIFITIC STAINLESS STEEL PIPING" HOPE CREEK GENERATING STATION DOCKET No. 50-354 Public Service Electric and Gas Company (PSE&G) is in receipt of your December 7, 1.990 letter, which inquires as to when PSE&G will respond to the NRO staff's Safety Evaluation (SE) and Viking Systems International's Technical Evaluation Report (TER) regarding our responses to Generic Letter 88-01.

PSE&G has prepared a license amendment that addresses all of the items identified in the above SE and TER with the exception of the-Generic Letter-recommended technical specifications change incorporating a limit of a 2 gpm increase in any 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> period or less. Our original response to this recommendation described an additional feature of the Hope Creek Generating Station (HCGS) leakage detection system which provides an alarm when there is an incrcase of one gpm in the measured leakage rate and stated that corrective actions associated with receipt of that alarm ensure prompt identification of, and response to, RCPB leakage. The TER stated that, since PSE&G did not describe the corrective actions, our position should be rejected and that the 2 gpm in any 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> period or less requirement should be added to the HCGS technical specifications.

PSE&G's proposed alternative uses existing equipment and procedures that provide leakage information and specify actions that are already more conservative than current requirements of our technical specifications. It is our concern that the Generic Letter-recommended technical specifications could require either modification of existing leak detection equipment or the addition of new' measurement capabilities to ensure station compliance.
