Dear Mr. O'Reilly:

This is in response to your October 22, 1982 letter to H. G. Parris, Report Nos. 50-259/82-36, 50-260/82-36, 50-296/82-236, concerning activities at the Browns Ferry Nuclear Plant which appeared to be in violation of NRC requirements. Enclosed is our response to Appendix A Notice of Violation. A description of preventive measures derived from an evaluation of the subject event is included. An extension to the response deadline of November 22, 1932 was discussed with F. Cantrell of your staff on November 22, 1982.

Our response contains physical security information that is exempt from disclosure in accordance with 10 CFR Part 73.21. We, therefore, request that the enclosed response not be placed in the Public Document Room. If you have any questions, please call Jim Domer at FTS 858-2725.
