50-260 50-296 In accordance with the provisions of 10 CFR Parts 50.59 and 50.90 ws are enclosing 40 copies of a requested amendment to licenses DPR-33, DPR-52, and DPR-68 to change the technical specifications of Browns Ferry Nuclear Plant units 1, 2, and 3 (Enclosure 1).

This change is a supplement to that submitted by my letter to you dated August 19, 1980 (TVA BFNP TS 146). The onclosed technical specifications replace the original TS 146 in its entirety. Background and justification for the proposed specification changes are also enclosed (Enclosare 2.)

The proposed specifications would allow shortening of the required duration of the Containment Integrated Leak Rate Test (CILRT) from 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> to 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />. Acceptability of an 8-hour CILRT, as outlined in Bechtel topical report BN-TOP-1, has been discuased with your staff.'The CILRT to be performed at Browns Ferry will follow the procedure outlined in BN-TOP-1 and the criteria stated in the proposed technical specifications. As discussed with your staff, our agreement - to the Bechtel topical report will help expedite review and approval of the proposed technical specifications.

significant increase in plant availability and savings to customers served by TVA. We plan to perform a CILRT on Browns Ferry unit 2 during the current outage. We, therefore, request your approval of this change by December 31, 1982. This has been discussed with R. J. Clark of your staff.

Denton December 3,1982 In accordance with the requirements of 10 CFR Part 170.22, Class III and Class I fees totalling $4,800 were forwarded to NRC with request, TVA BFNP TS 134, submitted by my letter to you dated December 17, 1979. That request was our original request for a shortened CILRT. Because the enclosed specifications are essentially an update to that previous submittal, not yet approved, we do not believe that additional fees are needed.
