Dear Sir:

Attached is the Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3, 1994 Annual Emergency Exercise scenario package for NRC review. This information is being submitted sixty (60) days prior to the start of the exercise, scheduled for the week of August 22,1994, in accordance with guidance provided in the referenced letter. This exercise is defined as full participation and therefore will involve full offsite participation.

The referenced letter provides guidance on the submittal of emergency exercise objectives and scenario guidelines. It specifies that the scenario only should be protected and distribution limited to those individuals identified in the letter.

Therefore, copies of the attached scenario will only be distributed to those individuals specified as recipients in the letter and is not for public disclosure.

The attached scenario package contains the scenario objectives, schedules, exercise rules, and controller contingency and simulator information. It also contains data relating to plant conditions, radiation levels and release rates to be presented during the exercise.
