This letter constitutes an interim report concerning the subject deficiency reported under the requirements of 10CFR50.55(e). This deficiency was reported to Mr. R.F.Warnick on October 27, 1982 as being potentially reportable. The po-tential deficiency is described below.
The architect engineer issued design documents that specified revised sepa-ration criteria for non-essential and associated cables. The Electrical construc-tion and inspection procedures were not revised to provide instructions for the installation and inspection of non-essential and associated cables in accordance with the design documents.
Consequently, cables could be installed such that the potential exists for the degradation of redundant safety function due to a single failure or event. The failure to properly incorporate instructions and criteria in construction and inspection procedures also represents a problem in the con-structors' quality assurance program.
The following corrective actions have been or will be taken to resolve this deficiency.
- 1) A Stop Work Order was issued on October 12, 1982 suspending the installa-tion and termination of non-essential and associated cables in Category I structures.
- 2) Construction and inspection procedures for Cable Pulling, Raceway Installa-tion and Cable Termination will be revised te provide instruction for the installation and inspection of all cables. To date the procedures for cable pulling have been revised and apprzied.
- 3) The constructor's Foreman and QC Inspectors will receive training on the construction and inspection procedures and the applicable design documents.

cable installation is rescinded. Our next report on this matter will be sub-mitted on completion of these actions or at the latest by January 31, 1982.
We trust that this report will be found acceptable as an interim report under 10CFR50.55(e).
