Dear Mr. Crutchfield:
Appendix E to 10 CFR 50 requires that a full scale exercise of the RG&E, State and local emergency plans be conducted at least once per year.
Based on the fact that the last exercise was performed on January 21, 1987, another exercise is required in early 1983.
At a recent meeting with representatives from the NRC, FEMA, and State of New York, we were asked to delay the Ginna exercise until approximately June 22, 1983.
Such a delay is necessary based on prior cormnitments of these agencies to support exercises at other nuclear facilities in New York State and in NRC Region I.
We believe that the delay will not adversely affect our emergency preparedness.
This is based on our 1982 exercise, the Plan implementation during the January 25, 1982 incident and on continuing training within RG&E.
We therefore request that the next exercise required by Appendix E to 10 CFR 50 be held no later than June 30, 1983.
This request is at the request of the NRC and other agencies and has been discussed with Mr. Crocker of the NtC Region I Staff.
