LETTER AUTHORIZATION FOR SHIPMENT OF THE MODEL NO. C-1 PACKAGE

Dear Mr. Schehr:

As requested by your letter dated March 6, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20066L510) ISOFLEX Radioactive LLC (ISO-RAD or the applicant) and pursuant to Title 10 of the Code of Federal Regulations Part 71, the Certificate of Compliance (CoC) No. 9036 for the Model No. C-1 package is amended to authorize shipment of packages with name plates different than that shown in Source Production and Equipment Company, Inc., Drawing Nos. B322000, Rev. (3). The name plate on each package must be marked with the following information: model number, serial number, gross weight, and package identification number. All other conditions of CoC No. 9036 shall remain the same. This authorization is valid for shipment of 2 packages from John F. Kennedy International Airport in NY to ISO-RAD in St. Rose LA and expires on April 30, 2020.

In order to expedite return of the packages from John F. Kennedy International Airport, the U.S.

Nuclear Regulatory Commission (NRC) is authorizing the return of the packages in this letter.

The NRC is still considering the other 2 requests in your letter and will make a final determination at a later date.

requested a letter authorization to Certificate of Compliance (CoC) No. 9036, for the Model No.

C-1 transportation package. ISO-RAD requested that the letter authorization for a different name plate than that show in Source Production and Equipment Company (SPEC), Inc.,

Drawing Nos. B322000, Rev. 3, since the packages owned by ISO-RAD do not have the SPECs name and address on the name plates.

John F. Kennedy International Airport (JFK) in New York is not in the business of storage of Type B quantities of radioactive material. In order to expedite movement of the two packages currently in storage at JFK to a location where the packages will be in an environment more suitable for their safety, NRC is authorizing shipment to return the packages as soon as practicable to ISO-RAD in St. Rose, Louisiana.

CONDITIONS The authorization has been conditioned to:

1. specify that it is for shipment of 2 packages from John F. Kennedy International Airport in NY to ISO-RAD in St. Rose LA,
2. require that the name plate on each package be marked with the following information:

model number, serial number, gross weight, and package identification number, and

3. expire on April 30, 2020.

CONCLUSION Based on the statements contained in the application, and the conditions listed above, the staff concludes that the changes indicated do not affect the ability of the package to meet the requirements of 10 CFR Part 71.
