Please find enclosed the Toledo Edison Company's submittal of objectives and guidelines for the Davis-Besse Nuclear Power Station, Unit No. 1, 1983 Annual Exercise.
This submittal is in conjunction with that by the State of Ohio to the Federal Emergency Management Agency.

Exercise Objectives A.
Overall Objectives 1.
Demonstrate the ability of the Davis-Besse Nuclear Power Station staff to make a timely determination as to the cause of an accident, terminate any release of radio-activity, and place the unit in a safe shutdown condition.
2.
Demonstrate proficiency in classifying an emergency con-dition.
3.
Demonstrate the adequacy, operability, and effectiveness of the Davis-Besse Nuclear Power Station Emergency Plan and Procedures in dealing with an emergency condition.
4.
Demonstrate the effectiveness of notification procedures to alert the onsite emergency response organization, the offsite emergency response organization, and offsite support organizations, including the NRC and State and Local governments.
5.
Demonstrate the adequacy, operability, and effectiveness of the State of Ohio Emergency Response Plan including that of Ottawa and Lucas Counties.
6.
Demonstrate the overall operations, coordination, and inter-relationships between the Toledo Edison Company, the State of Ohio, Ottawa County, and Lucas County, in regards to dealing with the emergency situation at the Davis-Besse Nuclear Power Station and providing the necessary pro-tection for the public's health and safety.

identify an emergency condition, to identify an actual or potential radiation release problem, and to initiate proper i

Demonstrate the effectiveness of communications procedures in notifying all appropriate licensee, local, state, and federal organizations.

Demonstrate proficiency in classifying an emergency con-dition in accordance with the Davis-Besse Nuclear Power Station Emergency Plan.

Demonstrate the response of selected individuals or organizations from within the Toledo Edison Company, to include the TED Corporate Response Plan.
5.
Demonstrate the ability of shift personnel to transfer control of the emergency response efforts to appropriate emergency response facilities.
6.
Demonstrate the capabilities of the Station's Radiation Monitoring Teams to acquire environmental samples and evaluate instrument readings.
7.
Demonstrate the ability of the Station personnel to evaluate plant data, environmental conditions, and radio-logical data to perform dose assessments and to make the appropriate recommendations to local governments for the protection of the public.
8.
Demonstrate the effectiveness of communications networks between organizations with the Company, as well as outside organizations.
9.
Demonstrate the ability to perform an actual shif t change in personnel.
10.
Demonstrate the availability and operability of emergency supplies and equipment.
11.
Demonstrate the capabilities of the Station to perform onsite assembly and accountability.
12.
Demonstrate the ability to prepare and disseminate public information.
13.
Demonstrate the ability of the Station to initiate and control reentry and recovery operations.
14.
Demonstrate the overall operations and coordination of control of the emergency response efforts, and the Station's ability to mitigate the emergency situation.

Demonstrate the response of state and local governmental groups to an emergency at the Davis-Besse Nuclear Power-l Station, in accordance with:

Demonstrate the adequacy of communications systems in notifying appropriate individuals or organizations in accordance with state and local plans.

Demonstrate the effectiveness of communications networks between state and local organizations, as well as those to the licensee.

Demonstrate the ability of the State and local governments to establish control of and maintain access to affected offsite areas.

Demonstrate the ability of the State and local governments to establish and control reentry and recovery operations.

Demonstrate the ability of State and local governments to jointly prepare and disseminate public information.

Exercise Guidelines
)
1.
The exercise will be conducted on April 13 & 14, 1983.
Participants, with the exception of those responsible for development and initiation of the exercise, should have no l
prior knowledge of the exercise.
2.
Unless otherwise noted as simulated, all participants will perform their actions to the fullest.
3.
The exercise will commence with a postulated plant con-dition necessitating a declaration _of an Unusual Event and escalate through the remaining emergency action levels to a General. Emergency.
4.
The postulated accident condition will result in a simu-lated radiological release to atmosphere of sufficient l
magnitude to involve Lucas County and will necessitate
~
consideration of protective actions for the-general public.
5.
As appropriate, procedures for activation of the prompt notification system will be demonstrated up to but not necessarily including siren activation.
Emergency Broad-cast System (EBS) messages will be prepared and passed to appropriate stations.
6.
The exercise may include a simulated evacuation of the affected offsite population to a reception center. A representative group may be used to help-simulate the evacuation-to the reception center.- If required, highway barricade material will be deployed to pre-determined l
positions, however, highways shall not be closed.
b 7.
- A sufficient number of exercise monitors will be available at various locations to ensure the safe operation of the j
plant and to guide participants as may become necessary.
l 8.
The exercise will end with the plant in a simulated j
j post-emergency or safe shutdown condition. The drill may be l
halted at any time should a real emergency condition arise L
or after the completion of any action (s) which may affect the safe operation of the plant.
