Dear Mr. Callan:
I have reviewed the subject inspection report wherein a non-cited violation for failure to implement adequate security compensatory measures is discussed.
i As mentioned, the' Inspector concurred with our corrective actions and that the occurrence appeared to be an isolated event. Although I am confident that the on duty alarm station operators involved were monitoring the affected perimeter zone, a judgmental error resulted in the failure to follow an explicit procedure, i

. security officers were reprimanded regarding their actions and all security l
crews were briefed by security supervision on the details of this event. The implementation of proper compens'atory actions will also be made a priority j
issue during future performance testing of all security operators.
Security I
management has been directed to provide close monitoring of procedure adherence by the security force to ensure this event is, in fact, an isolated occurrence.
In closing, the Security Department at Cooper Nuclear Station has maintained a noteworthy performance standard and our expectations will continue to ensure that any concerna or inadequacies are appropriately and expeditiously corrected.
