Clinton Power Station Unit #1 Capability for Safe Shutdown Following Loss of a Bus Supplying Power to Instruments and Controls (SER Outstanding Issue #14)

Reference:

IP Letter U-0580 from G. E. Wuller to A. Schwencer, NRC December 9, 1982; (SER Outstanding Issues Nos. 14 & 15)

The referenced letter included a report prepared by Quadrex Corporation on the evaluation of Clinton Power Station with respect to IE Information Notice 79-22 and IE Bulletin 79-27.

The report contained a recommendation that Illinois Power Company (IP) provide alarms and/or indications in the main control room to alert the operator to the loss of power to each bus.

Five instances where loss of a particular instrumentation power bus will necessitate reliance on emergency procedures to achieve cold shutdown were identified.

Af ter further review by IP, it has been determined that loss of voltage alarms will be installed to annunciate in the main control room for these five instances.

We believe that the above information is adequate to close out CPS-SER Outstanding Issue #14 in the next SER Supplement.
