DOCKET NOS. 50-266 AND 50-301 TECHNICAL SPECIFICATION CHANGE REQUEST NO. 89 AUDITS OF EMERGENCY PREPAREDNESS PROGRAMS POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 In accordance with the requirements of 10 CFR Part 50.59, Wisconsin Electric Power Company (Licensee) hereby submits its application for amendments to Facility Operating Licenses DPR-24 and DPR-27 for the Point Beach Nuclear Plant, Units 1 and 2, respectively.

The purpose of these amendments is to incorporate changes to the Point Beach Technical Specifications which provide that an independent audit-of the emergency preparedness program is carried out in accordance with 10 CFR 50.54 (t).

This change has been requested by the Commission in Mr. Eisenhut's letter dated October 1, 1982 (Generic Letter No. 82-17).

Attached to this amendment application are proposed page changes for the Point Beach Nuclear Plant Technical Specifications.

The major section affected by these changes is 15.6.5.3.8, entitled

" Audits".

Specific changes on each page have been identified by margin bars.

These changes are further discussed and identified as follows:

Item 15.6.5.3.8.e does not specify the emergency preparedness program audit rules or the correct audit frequency.

It has, therefore, been deleted and replaced i

by new item 15.6.5.5.

Item 15.6.5.5 has been added to ensure that emergency preparedness program audits meet the requirements of 10 CFR 50.54 (t).

The NRC has determined, as stated in Mr. Eisenhut's October 1 letter, that a license fee for amendment application is not required because this Technical Specification is clarifying and is made at the request of the Commission.

As further specified in the Commission's regulations, we enclose herewith three signed originals and 40 copies of this license amendments application.
