SAPL MOTION FOR CHANGE OF IDCATION OF PREHEARING CONFERENCE The Seacoast Anti-Pollution League ("SAPL"), moves that the Atomic Safety and Licensing Board change the location of the prehearing conference scheduled for April 7 and 8, 1982 to a site within the plume EPZ for the Seabrook plant.

In support of this motion, SAPL states the following:

, 1. The Board has stated that "intervenors representing state municipalitles involved in formulating emergency plans shall be prepared to state and discuss their authority to make committments with respect to those plans."

2. Those representatives include the town representatives who have been granted interested municipality status under 2.715(c).

3. SAPL is authorized to state that the representatives of the 2

Towns of Kingston, Hampton, South flampton, Brentwood and Hampton Falls, urge that the prehearing conf erence be held within the Seabrook EPZ.

4. Pursuant to Appendix A, Part 2 of' 10 C.F.R., states that in fixing the time and place of any prehearing conference, "due regard shall be had f or the convenience and necessi ty of the par t ies, petitioners for leave to intervene, or the representatives.of such 8303230216 830315 '

persons, as well as of the Board members, the nature of such conf erence or adjourned session, and the public interest."

5. SAPL avers that in this case, the public interest and the convenience of the parties, as well as the interest in a full representation at the hearing, all suggest that the Board should arrange a hearing place within the plant environs.
