SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT N0. 46 TOFACItITYOfERATINGLICENSENO.DPR-70 AND AMENDMENT N0. Il TO FACILITY OPERATING LICENSE N0. DPR-75 PUBLIC SERVICE ELECTR!C AND GAS COMPANY, PHILADELPHIA ELECTRIC COMPANY, DELMARVA POWER AND LIGHT COMPANY, AND_
ATLANTIC CITY ELECTRIC COMPANY SALEM NUCLEAR GENERATION STATION, UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 Introduction By letter dated October 23, 1981, Public Service Electric and Gas Company (the licensee) submitted a general revision of the Administrative Controls in the Appendix A Technical Specifications for Salem Units 1 and 2.
These revisions reflected an impending organizational change at the Salem Nuclear Generating Station in the licensee's corporate structure.
Subsequently, the staff was informally advised by the licensee that the proposed reorganization would not be completed until the third quarter of 1982. Based on this infor-mat'on, we postponed action on the October 23, 1981 requests until the reorgan-ization could be implemented.
The present review consisted of a review of selective portions of the licensee's October 23, 1981 that pertain to TMI-related items. These action items, I.A.l.1 and I. A.l.3 in NUREG-0737 " Clarification of TMI Action Plan Requirements" relate to the training of Shift Technical Advisors and new requirements for shift manning. Both items required submittal of appropriate Technical Specifications for staff review. We have extracted these sections for separate review in order to maintain the Comission's approved schedule of these TMI Actions.
Evaluation Item I.A.l.1 in NUREG-0737 relates to the need for, and qualifications of, an l
on-shift technical advisor (STA) to the shift supervisor. This position was included as part of the Salem-1 shift crew by Amendment 31 dated January 6, 1981 'and was made part of the full-power license for Unit 2 dated May 20, 1981. Subsequently, by letter dated January 11, 1982,-the staff advised the licensee that the Technical Specifications for Salem Units 1 and 2 required further revision to show that the STA meets the levels of technical education and training described in NUREG-0737. The licensee responded that this infor-mation had been included in the October 23, 1981 letter and recomended develop-ment of new Technical Specifications based on that submittal. These Technical

Specifications meet the intent of Action Item I.A.l.1 and are acceptable. This completes implementation of this Action Item for both units.

. Amendment 31 to the Salem-1 license also updated the shift crew composition for Salem-1 as a result of the licensing and operation of Salem-2.
In part, this revision added limitations on overtime work by licensed operators.
The subP ct of overtime has been reviewed further by the NRC and a Commission policy h; s been developed pertaining to factors causing fatigue of operating personnel. This policy statement was transmitted to the licensee by Generic Letter 82-02 on February 8, 1982.
Inasmuch as the overtime requirements in the Salem-1 Technical Specifications are not consistent with the Commission's policy statement and were never included in the Salem-2 Technical Specifications they are being deleted.
It is the intent of the staff to provide future guidance relative to development of Technical Specifications based on the Commission policy statement.
NUREG-0737 Item I.A.l.3 also describes the Commission's position on shift manning for normal plent operation. The personnel listed in the current Table 6.2-1 of the Technical Specifications for both units meet the Commi ston's position. The licensee proposes to revise this Table 6.2-1 in the Unit 1 Technical Specifications to further upgrade the shift crew at Unit 1 by making it equivalent to the crew in Salem-2 Technical Specifications. This revision consists of adding one Maintenance Electrician to each crew when Unit 1 is in Modes 1, 2, 3, and 4.
This Electrician may fill the same position on Unit 2.
The licensee also proposes to add a third Auxiliary Operator (AO) (non-licensed) to the staff of Unit 1.
Unit 2 already lists three A0's.
One of the three A0's may fill the same position on Unit 2 such that there are a total of five A0's for both units. These revisions will increase the capability of the shift crew for both units and are acceptable. These changes also make these sections of the Technical Specifications identical for both units. The requirements of NUREG-0737 Item I. A.l.3 " Shift Manning," have now been completed for both units.
Environmental Consideration We have detemined that the amendments do not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact. Having made this detemination, we have further concluded that the amendments involve an action which is insignificant fran the standpoint of envirorsnental impact and, pursuant to 10 CFR Sl.5(d)(.t), that an environmental impact statement or negative declaration and environ-mental impact appraisal need not be prepared in connection with the issuance of these amendments.
Conclusion We have concluded, based on the considerations discussed above, that:
(1) because the amendments do not involve a significant increase in the probability or consequences of an accident previously-evaluated, do not create the possibility of an accident of a type different from any evaluated previously, and do not irivolve a significant reduction in a margin of safety, the amendments do not involve a significant hazards consideration, (2) there is reasona"le assurance that the health and safety of the public will not be endar
~d by operation in the proposed manner, and (3) such activities De conducted in compliance with the Commission's regulations and the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
