Dear Mr. Keppler:

Reference (a) requires:

"A summary report of plant startup and power escalation testing shall be submitted following (1) receipt of an operating license, (2) amendment to the license involving a planned increase in power level, (3) installation of fuel that has a different design or has been manufactured by a different fuel supplier, and (4) modifications that may have significantly altered the nuclear, thermal, or hydraulic performance of the plant.

The report shall in general include a description of the measured values of the operating conditions or characteristics obtained during the test program and a comparison of these values with design predictions and specifications.

Any corrective actions that were required to obtain satisfactory operation shall also be described.

Any additional specific details required in license conditions based on other commitments shall be included in this report.

Startup reports shall be submitted within (1) 90 days following completion of the startup test program, (2) 90 days following resumption or commencement of commercial power operation, or (3) 9 months following initial criticality, whichever is earliest.

If the startup report does not cover all three events (i.e.,

initial criticality, completion of startup test program, and resumption or commencement of commercial power operation), supplementary reports shall be submitted at least every 3 months until all three events have been completed."

J. G. Keppler March 11, 1983 Initial criticality on Unit 1 occurred on June 21, 1982.

The startup test program has not yet been completed and commencement of commercial power operation has not yet occurred.

Nine months following initial criticality occurs on March 21, 1983.

The purpose of this letter is to provide you with the test reports covering all testing specified for Test Conditions Open Vessel, Heatup, 1, and 2 by FSAR Figure 14.2-2.

Reports covering the remainder of the testing prescribed by Figure 14.2-2 at Test Conditions 3, 4,

5, 6 and Warranty Run will be submitted at 3 month intervals until testing is complete.

Please note that all required testing for Test Numbers 3, 4, 6, 10, 14, 28, 31, and 70 has been completed.

To the best of my knowledge and belie 7 the statements contained herein and in the attachment are true and correct.

In some respects these statements are not based on my personal knowledge but upon infor-mation furnished by other Commonwealth Edison and contractor employees.

Such information has been reviewed in accordance with Company practice and I believe it to be reliable.

In accordance with the guidance of Reference (b), two (2)' copies are being provided to the Region III Office and, by copy of this letter, thirty-six (36) copies are being provided directly to the Director, Office of Inspection and Enforcement, U.S. Nuclear Regulatory Commission, Washington, D.C.
