PALISADES NUCLEAR POWER PLANT O SUITABILITY, TRAINING AND QUALIFICATION PLAN REVISION 13 INTRODUCTION This document provides a detailed description of and justification for changes to the Palisades Suitability, Training and Qualification Plan (STQP). These changes have been designated as Revision 13.

Also included in this attachment are the revised pages of the Plan. Text changes to the Plan have been shaded to identify their location.

This revision does not decrease the safeguards effectiveness of the Plan. As such, it is submitted under the provisions of 10CFR50. 54 (p) (2) .

O DESCRIPTION OF AND JUSTIFICATION FOR REVISION 13 Listed here is section of the STQP which has been been revised along with a description of and justification for the changes:

  • Appendix B, Page 6 of 19, Crucial Task 5.5, Standards:

This crucial task requires security personnel to demonstrate a specific level of physical agility. The specific standards of this task have been changed to provide a more rigorous l test of the security officer's ability and fitness to.

perform duties required in their jobs.

The required completion time for this physical agility course has been reduced by 45 seconds from the previous course. Two tactical maneuvers have been added to test officers abilities to respond to contingencies which involve protected and/or vital area intrusions which meet the design basis threat. In addition, a requirement to ascend and descend a stairway has been added.

PALISADES NUCLEAR POWER PLeWF O SUITABILrfY, TRAINING AND QUALIFICATION PLAN REVISION 13 Security personnel are still required to run a total of 250 yards to complete the course.

The revised physical agility course does not require the security officer to wear a riot helmet while running the course. This requirement has been changed because security officers are not required by plant contingency procedures to carry or wear-the helmets as part of regular or contingency duties. The helmets are still available for use by security officers as required by Section 5, page 16 of 16, paragraph 5.3 of the STQP.
