CAUSE OF NONCOMPLIANCE:

High , hydraulic loading to the treatment plant. Free c'hlorine residual at time of sampling was 1.0 mg/L. Due to the high flowrate, the chlorine contact time between chlorine injection and sample point is Insufficient to indicate proper treatment.

The Station is attempting to reduce the excessive hydraulic loading due to construction in progress.
