Dear Mr. O'Reilly:
On Ebbruary 8,1982, Mr. Virgil Brownlee of NRC Region II was notified of a reportable substantial safety hazard defined by 10 CER 21 concerning the service water pamp motors. Wis its had previously been reported as a potential significant deficiency or substantial safety hazard on August 19, 1981, and in an interim letter on Septmber 18, 1981. This item is being reported under the provisions of 10 CER 50.55e reprting program of South Carolina Electric and Gas Oxnpany.
We information on the attachment to this letter serves as the final reprt.

Nature of Defect, Substantial Safety Hazard Created, and Evaluation The absence of a factory installed vent in the upper bearing pot of the Service Water Pump Motors creatal a siphoning effect on the bearing oil pot. The siphonirs effect created a potential for fire as oil was drawn fran the oil reservoir to the motor exterior. The condition is attributable to all three Service Water Pump Fbtors.
The Service Water Systan is essential to the safe operation and shutdown of the nuclear plant. Loss of one or trore Service Water Pump Motors due tn fire could result in a loss of the Service Water Systan.

Corrective Action Westinghouse was contactal by South Carolina Electric and Gas Chnpany and proposed drilling a vent hole in the top of the Service Water Motor bearing pot to eliminate the oil siphoning. 'Ihe vent has been installed and the siphoning and attendant oil leakage has been corrected.

Advice to Purchas=_r or Licensee Inspect mobe for installation of upper bearing pot vent.
