The purpose of this letter is to request the following change in the License and Technical Specifications for LaSalle County Station. Unit

t Chanae Request NPF-11/83-03 Delete license condition 2.C.(26) and revise Technical Specifications Section 6.1.D to reflect qualification requirements for Rad / Chem Technicians. This change is administrative in nature and, as such, is one example of a Class II amendment. This change is to be effective June 1, 1983.

This proposed change is addressed in the attachment and has received onsite and offsite review and approval. Attachment B lists the status of Technical Specification Change Requests for LaSalle.

ATTACHMENT A License Change Request NPF-11/83-03 References (a): License NPF-11, Condition 2.C.(26),

Radiation / Chemistry Technicians on the Backshift.

(b): LSCS FSAR Section 13.1.3.2, Qualification of Plant Personnel (c): LSCS Unit 1 Technical Specifications, Section 6.1.D.

Background

Reference (a) states, in part:

" Radiation / Chemistry Technicians on the Backshift (Section-13.1, SSER #2)

(a) All Radiation / Chemistry Technicians on the backshift shall be trained per the LaSalle's Training Qualification Guide. All such Technicians shall also have satisfactorily completed the following emergency response training:

(i) Tasks to be performed during the first 60 minutes of a serious emergency on the backshift; (ii) Post-accident sampling and analysis for the first three hours of an emergency; (iii) In-plant radiation surveys during an accident; (iv) Use and interpretation of both portable and fixed area radiation monitoring equipment, such as the Eberline PING-3 and SAM-2; (v) Interpretation of critical effluent monitoring data for assisting the Chief Engineer during the first hour of an accident (i.e., station vent monitor and standby gas treatment monitor);

(vi) First aid and bioassay techniques; and (vil) Use of respiratory equipment during emergency situations.

(b) By June 1, 1983, the licensee shall have Radiation / Chemistry Technicians onshift for 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> per day who meet ANSI N18.1-1971 or who are qualified in accordance with a NRC approved alternative program."

Reference (b) lists certain requirements'for Rad / Chem Technician qualifications.

Reference (c) lists a general requirement to meet the recommen-dations of ANSI N18.1-1971.

Discussion of Proposed Changes

1. Delete License Condition 2.C.(26).(a). The licensee has initiated a change to Reference (b) to incorporate the emergency response training requirements. Amendment 63 to the LSCS FSAR should contain this change and is expected to be issued within the next few months. Commonwealth Edison is committed to perform this training.

A marked up copy of Reference (b) has been enclosed as Enclosure A for your information.

2. Delete License Condition 2.C.(26).(b). In discussion with Dr. A.

Bournia and Mr. C. Henson of the NRC, it was_ agreed that the proposed changes to Reference (c) would be acceptable to the NRC staff. These changes are enclosed as Enclosure B. In addition, the licensee has initiated a change to Reference (b) to incorporate the same alternative qualification requirements. This change is also included in Enclosure A for your information.

Conclusion Commonwealth Edison Company finds no unreviewed safety questions involved. THESE CHANGES SHOULD BE EFFECTIVE ON, BUT NOT BEFORE, JUNE 1, 1983. THAT TIMING-ALLOWS THE LICENSEE TO IMPLEMENT THE AGREED UPON PROGRAM AND MEETS THE CURRENT REQUIRED JUNE-1, 1983, DATE IN THE LICENSE CONDITION 2.C.(26).(b).
