Applicants' Motion for Prehearing Conference Applicants move the Board to conduct a prehearing con-ference at the Board's earliest convenience. The Board's Memorandum dated June 24, 1982 adopted the schedule agreed upon by the parties at Tr. 10664-67, which contemplates a prehearing conference approximately 60 days after the commencement of dis-covery.

Discovery began with the service of the Staff's report on the Quadrex findings (I&E Report 82-12) on January 17, 1983 and the 60th day is in mid-March.

In view of the substantial amount of information that has been made available to the parties in the Bechtel report (EN-619) and the two NRC Staff I&E Reports (82-02 and 82-12), a pre-nearing conference would be particularly appropriate to simplify and clarify the issues, discuss stipulations and admissions of fact, and set a schedule for filing of motions for summary disposition, identification of exhibits and wit-nesses, filing of testimony and the evidentiary hearing. Should there arise issues among the parties regarding discovery mat-ters, they too could be addressed at the prehearing conference.

. . Applicants' counsel has discussed the schedule for the prehearing conference with counsel for the NRC Staff and Mr.

Sinkin.

NRC Staff counsel has no schedule conflicts within the next few weeks.

Mr. Sinkin stated that because of other com-mitments he will be unable to participate in a prehearing con-ference during the week of March 21, but is otherwise available during the next few weeks. Applicants are prepared to parti-cipate in a prehearing conference at the Board's convenience, and urge the setting of the earliest possible date consistent with the personal schedules of the Board members and the availability of representatives for the other parties, as ,

described above.
