'DCI-1 Shif t W"n4ng This letter is in response to your letter Docket No. 50-289 of Dece=ber 1, 1981, in which you requested that we provide our proposed operator staffing plan for THI-1.

Our letter L1L 356 of Dece=ber 3,1981, provided the infor=ation requested concerning shift staffing prior to restart.

This letter ouclines our plans for restart and continued operation at power.

Our long term goal and current p1="ning ara directed towards regaining capability to have a six-shift rotation.

The loss of seven licensed cperators (four R0's and three SRO's) in the last year has us currently in a situation where we have the capability for staffing five shif ts consistent with the shift manning cornitments set forth in ASLB's Partial Initial Decision of August 27. 1981. We can and vill at all times meet er exceed our Technical Specificatico requirez:ents for shift sanning and the license ennning conditions for the operation of THI-1 as set forth in the ASLB Partial Initial Decision on Management Issues. We vill also continue to ec= ply with the Staff Guidelines on overtine and training require =ents.

The NRC oral and written re-examination of operators who failed one or core sections of the EO or SRO exa inatio:is administered in October is now scheduled for tha week of Februrary 8, 1982.

Our staffing plan cust therefore be shown as two separate plans; one for startup before the re-exa=inations are ad=inistered and graded, and a second based on

Mr. Thomas M. Novak Lit 368 canagement, training and as an Su, A specific program for ensur'ing non-opsrations department licensed personnel'are fully aware of current plant status and operation, which will include instructional watebes, will be conducted.

This potentially i=cludes three individuals from the Training Department, who vers licensed operscors prior to assignment to the training dspartment, and one Sn.

These individuals vill also be assigned on-shift with our :nora knowledgeable and experienced SRO licensed shift supervisors.

This additional training is not necessary for the two SRO licensed individ-vals from plant management as they are deeply involved in plant operations on a day-to-day basis, and are wall versed on plant status and conditions.

The training week as part of the shift rotation vill be retained.

To reduce' from six to five section, we have eliminated the relief

. week from the shift rotation which are normally assigned to, che 0700-1500 shift.

This will dasure that centinuity and adequacy of training is maintained.

An additional five RD trainees from the operacions deparenant

in January 1982.

About seven new hiras will enter the R0 tr # ning program in February or March 1982.

About four BO's vill anter the SRO training program early in the year.

This program is designed to take six months. We have budgeted for seven shift supervisors a=d seven shift foremen. fot_1982 and vill-maka every affort to achieve this numbar.

The operator training staff vill be augmented by alther internal or external resources to assure that use on shift of licensed nambers of the Training Department staff does not have an unacceptable affect on the training program i=plenentatien.

Essed en the above, I consider that TMI-l has adequate licensed personnel to safely restart and operate the Unit and that every reascamble effort is being taken to achieve the desired six section rotation in a timely manner.
