w PROPOSED AMENDMENT TO OPERATING LICENSE NPF-7 NORTH ANNA POWER STATION UNIT 2 Pursuant to 10CFR50.90, the Virginia Electric and Power Company requests an f
amendment to Operating License NPF-7 for North Anna Power Station Unit No. 2.
The proposed change is enclosed.
The" proposed change is to _ revise the required implementation dates for dated post-TMI requirements of NUREG-0737 which are incorporated into the North Anna Unit 2 Operating License. .The proposed license amendment accomplishes this through two changes to the existing License Condition 2.C(21). First, item-2.C(21)(j), Inadequate Core Cooling Instrumentation, is modified to refer to

the imple' mentation date of NUREG-0737 (Item II.F.2). Second, a note is added to item 2.C(21) which' defines the phrase " implementation date of NUREG-0737"

' Post-TMI Requirements" dated December 9, 1981 (Serial No. 655). This new definition of the schedule " reference document" additionally provides for the
- J necessary extension of.the implementation dates for License Conditions 2.C(21),(e), Post-Accident Sampling, and 2.C(21)(i), Additional Accident Monitoring Instrumentation. These License Conditions correspond to NUREG-0737 Items II.B.3 and II.F.1, respectively, e The requested schedule extensions to License Condition 2.C(21)(1) will affect
,r - only those: Remd'in sub-parts (iii), (iv), and (v). These sub-parts deal with the implementation of-systems for Containment Hydrogen Monitoring, Containment
.High-Range Radiation Monitoring, Nobel Gas Effluent Monitoring, and Sampling and Analysis of Plant Effluents.
This. request f'or schedule relief of the above referenced North Anna Un'it.2 License Conditions (except for item 2.C(21)(j)) is based on equipment delivery problems.- The details of these problems.are provided in our December'9,-1981 [.

the slippage of the North Anna-Unit 2 Cycle 1-2 refueling outage schedule. -
Originally, the refueling outage was scheduled for 4th Quarter,.1981. This

Replace paragraph 2.C(21)(j) of North Anna Unit 2 Operating License in its entirety with the following:
(j) Inadequate Core Cooling Instruments (Section 22.3 Items II.F.2)
Vepco shall' install and demonstrate the. operability of additional instruments or. controls needed to supplement installed equipment in-
. order to provide unambiguous, easy-to-interpret indication of inadequate core cooling no later than the implementation schedule of NUREG-0737.
Note: Implementation schedule of NUREG-0737 is the schedule given in the most recent revision to Virginia Electric and Power Company's.
