a Enclosed is a copy of the final exercise report for the f
December 15, 1993, exercise of the offsite radiological emergency j
response plans site-specific to the Cooper Nuclear Station.
The State of Nebraska and the Counties of Nemaha, Richardson, and Otoe, and the State of Missouri and the Counties of Atchison and Nodaway fully participated in the exercise.
This report was prepared by the Federal Emergency Management Agency (FEMA) Region VII staf f and copies have been provided to the States of Nebraska and Missouri.
There were four Deficiencies identified during the December 15, i
1993, exercise.
One Deficiency involved the State of Nebraska and j
was assessed against the Nemaha County Emergency Operations Center i;
(EOC) due to the dispatcher's failure to notify the sheriff of the Site Area Emergency; this resulted in the sirens not being
}
activated and the initial notification message not being broadcast to the public.
The other three Deficiencies involved the State of i
Missouri and were assessed against the Atchison County EOC as follows: (1)
A nursing home and the County Jail were not notified i
of the emergency classification levels or of the protective action j
to shelter, (2)
One school and three day care centers were not notified of the emergency classification levels or of the protective action decision to shelter, and (3) Access control was not adequately established following the protective action

decisions.
All four Deficiencies were corrected during a remedial exercise conducted on February 9,
1994.
The results of the
}
remedial exercise are included in the enclosed report.
1 In addition to the four Deficiencies, there were sixteen Areas Requiring Corrective Action (ARCA) identified during this exercise.
FEMA Region VII staff will coordinate with the States of Nebraska i
and Missouri to correct the ARCAs on or before the next scheduled biennial exercise.
Based on the results of the December 15, 1993, exercise, and the February 9,
- 1994, remedial exercise, the offsite radiological emergency response plans and preparedness for the States of Nebraska and Missouri and the affected local jurisdictions site-
specific to the Cooper Nuclear Station can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site. Therefore, the Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans and preparedness for the States of Nebraska and Missouri site-specific to the Cooper Nuclear Station, granted on June 26, 1984, will remain in effect.
