This request changes the limiting.
conditions for operations (LCO) for four emergency busses supplying power to the Essential Service Water System to be consistent with the LCOs for that system.
Based on recent discussions with the Staff, the following information is provided to describe how Technical Specification actions and allowed outage times (AOT) are applied to electrical busses covered by Technical Specifications.
When a bus is de-energized, a combination of main control board alarms, plant procedures, operator training, Technical Specification interpretations, and the plant administrative mainframe computer allow the operators to determine the loads powered from that bus.
The corresponding Technical Specification LCOs are then identified in accordance with Technical Specification definition of OPERABLE-OPERABILITY (TS 1.19).
The AOTs for the bus and the loads are tracked with the most restrictive AOT governing the plant actions as prescribed by the Technical Specifications.
