Miness for Duty Program Data for the Period 7/1/90-12/31/90 Pursuant to the provisions of 10CFR25.71, enclosed is the testing data and associated results for the Fitness For Duty Program at Vermont Yankee. The attached information includes both our corporate and plant locations as our program does not distinguish between the two sites but treats them as a single entity.

Also, provided as Attachment A, is the evaluation and anal' sis of the data for this same period.

ATTACllMENT A EVALUATION OF 11D DATA 7/1/90-12/31/90 Increase in Popuhtthto Since there was a scheduled Refueling / Maintenance Outage at Vermont Yankee during this period, a significant increase in the number of people on site was realizal. His increase is recognizkl most in the Short Term Contractor Personnel category, which was utillml for the majority of oatage workers.

This category was previously not used as all contractors were placed in the Long Term Contractor Personnel xxil. This average number of people in the Short Term pool is a mathematical one for the l

12 week period it was used, The population of this pool fluctuated between 43 and 594 peopic. The random testing rate for this pool was in excess of the required 100% per year. The slight increases in the population of the other pools (Employee and 1xmg Term Contractor Personnel) is attributed to summer help and the outage activities. The random testing rates for these pools was alsa in excess of the 100% per year criteria. The total number of random tests conducted, since the implementation of the Program, exceeds that required by 10CFR26.

Positive Test Results o

PrebadcIng: With the increase in the number of people screenni for access, we also saw an increase in the number of positives (13). These positives were lirnital to the Short Term Contractor Personnel category and in accordance w.th our policy, they were not afforded site BCCeRs.

He distribution of these positives is as follows:

o For Cause: There were three For Cause tests performed during this reporting period. The tests were performed when the Security Access Control Officer detected the odor of ulcohol present on the individuals. Two of the three were denied site access as their BAC was greater than 0.04%. The two individuals, contractor employees, were removed from the VY project by their management and have not returned since that time.

o landiEU: There were two positive test results in the random testing program, both for alcohol.

The same sanctions were applied to leth individuals. The VY cmployee has returned to duty following satisfactory completion of all our policy requirements and is currently in a follow up testing program (in addition to the random). The contractor employee has not returned to site as the outage ended and the contractor no longer had a need for hit, services. These two random positive results are the first ones since the implementation of oc: program.

o Qthet: This single test was the Return to Duty test required for the individual who tested positive (random - alcohol) to regain access to Vermont Yankee property.

6 Attachment A FFD Page 2 Intine Methodolony The review of our testing schedule reveals that testing "off hours" was performed on 31 occasions during the year. oft hours is considered any time outside of our routine work hours of 0730 to 1630, Monday through Friday. This translates to backshift, weekend and holiday testing. A review of the number of employees tested at least once indicates that our selections (computer random generated) are consistent with the statistical model. Ap 3roximately two-thirds of employees were selected at least once.

This analysis was only performed on th s data base as it is the most stable one of the three considering the contractors are of a transient nature.

for 1990.
