CPPR-145, issued by the Nuclear Regulatory Connission on March 25, 1977 for construction of the River Bend Station, linit 1. This facility is presently under construction at a site in Southeastern Louisiana in the Parish of West Feliciana, Louisiana. On Movember 5,1982, the applicants recuested an extension of the latest connletion date from itarch 31, 1983 to Decenber 31, 1985 because construction has been delayed as a result of anplicants reducing capital outlays consistent with the reduction in anticipated revenues. This reduction in capital outlays, was for good cause beyond the applicants' control; specifically, high interest rates, inadequate rate relief, a delay in the purchase of an ownership share of the unit by Cajun Electric Power Cooperative and the continuing delay in ownership by Sam Rayhurn G A T, resultino in reduced nanpower levels in l both enaineerina and construction.
