In accordance with your letter of August 11, 1982, we are transmitting herein, our responses to the six (6) open items noted in NRC Inspection Report 50-267/82-14.

NRC OPEN ITEM (82-14-01)
(1) Development and implementation of procedure and checklist to adequately inform the Technical Support Center (TSC) of the Exclusion Area Boundary (EAB) and site property accountability status (Section 12).
PSC RESPONSE PSC will provide an additional RERP implementing procedure to provide further guidance on assuring personnel accountability of area residents living on plant property in the event of an ALERT or higher event. This procedure will be a responsibility of the PCC Director to perform, will include an accountability checklist or datasheet, and will include the r ;uirement of informing the TSC Director of completion of accountability.
This subject is presently addressed in the PCC RERP implementing procedure, and resolution of this item will require revision to the existing PCC and TSC implementing procedures to assure adequate cross-referencing, as weli as preparation of a new RERP implementing procedure for accountability of site residents.
It is estimated that this iten will be completed by December 31, 1982.

(2) Development and implementation of a mechanism to adequately

determine accountability of all personnel within the FSV protected area, upon initiation of and during an accident, e.g.,
I contractor personnel, station personnel, and other miscellaneous personnel (Section 12).
PSC RESPONSE PSC is in the process of purchasing a new security computer system which would be able to maintain this level of personnel t
accountability.
The anticipated installation of this equipment is scheduled for early 1983, barring any unforseen delivery problems. After the equipment is installed and tested, PSC will utilize the equipment to maintain ongoing personnel accountability at all times, and make the necessary procedural revisions to accomndate its use for emergency personnel accountability purposes.
Plannea completion date is March, 1983.
. NRC OPEN ITEM (82-14-02)
(1) Acquisition of a complete offsite radiological monitoring kit, e.g.,
1E-7 radioiodine detection capability, sector
- maps, procedures, flash lights, batteries, compass, paper, pencils, hand held calculator, check sources, anti-c's, SCBA, etc.
(Section 13).
PSC RESPONSE Health Physics procedure HPP-37, " Radiological Emergency Kit Checklist" is currently being revised to provide inventory lists 9
for offsite radiological monitoring kits, which will be developed and placed in the Personnel Control Centers.
The monitoring kits will be fully developed and implemented by November 1, 1982.
NRC OPEN ITEM (82-14-02) l (2) Acquisition of a dedicated / controlled vehicle suitable for offroad use (4-wheel drive) and equipped to operate emergency radiological equipment (Section 13).
PSC RESPONSE This item is also discussed as an Appendix "A" Item in the NRC Emergency Preparedness Audit (Items 82-01-73 and 82-01-74).
As was stated in the response to the Appendix "A" iItems, the acquisition of another four wheel drive vehicle is a 1983 budget item. The necessary radio equipment is also scheduled as a 1983 j
budget item. The vehicles should be fully equipped and in service by April, 1983.

(3) Development and implementation of offsite monitoring procedures (Section 13).
PSC RESPONSE A procedure for use by the Fort St. Vrain offsite monitoring b'
teams has been developed and implemented.
This procedure is RERP-FIELD, which became effective on July 9,1982.

(4) A performed and documented offsite monitoring drill, which exercises those areas expected to be encountered during an incident with an offsite radiological release (Section 13).
PSC RESPONSE A surveillance procedure will be developed to ensure that the semi-annual Health Physics drills, as specified in section 8.1.2.b of the Fort St. Vrain Radiological Emergency Response Plan, are carried out.
This surveillance procedure will he 7

developed by November 1, 1982.
A Health Physics monitoring drill will be performed and documented prior to January 1,1983, as part of the 1982 RERP training program.

Internal agreement for priority use of radio, or acquiring a j
dedicated radio channel for emergency use at FSV (Section 13).
PSC RESPONSE We are currently pursuing the possiblity of acquiring an alternate means (mobile telephone, dedicated radio channel, etc.)
of communication for emergencies at FSV.
These alternatives do not look promising at present, and if a 7
reasonable alternative cannot be achieved, we will take administrative steps to ensure priority on the existing PSC radio frequency in the event of an emergency.
This item will be complete by March, 1983.

(1) Providing continuous radiological air monitoring for the TSC environment.
PSC RESPONSE A continuous air monitor has been provided in the TSC and is fully operational. Due to the hign noise level associated with the use of this instrument, however, the Nuclear Engineering Division has been requested to move the instrument out of the TSC, while maintaining sample collection in the TSC.
This work will be completed by January 1, 1983.

(2) Providing status boards to reflect radiological parameters and plant status for the TSC (Section 15).
PSC RESPONSE PSC is in process of determining plant and radiological parameters that would be of primary interest on such a display.
Upon completion of this task, an appropriate status board will be designed, fabricated, and installed.
Completion of this task is anticipated prior to January 1, 1983.

(3) Resolution of telephone communication problems in the TSC.
l PSC RESPONSE The acquisition of additional telephones and ideouate separation of the existing telephones will require a
._ sign modification which will be complete by May, 1983. Acquisition of telephones

with indicating lights is being investigated with the telephone company.

Installation of a sufficient number of telephones to accommodate the media personnel (Section 17).
PSC RESPONSE The acquisition of additionc.1 telephones at the State Emergency Operations Center (SEOC) for use by media personnel is being pursued with the management staff of the Colorado Department of Disaster Emergency Services (D0 DES).
The licensee cannot be assurred by D0 DES that any more telephones will be installed.
Further discussions will be held between PSC and D0 DES concerning this matter.
NRC OPE 1 ITEM (82-14-05)
Development and implementation of procedures for the Data Logger System (Section 14).

. PSC RESPONSE This task was completed in the RERP implementing procedure re-write, by issue of implementing procedure RERP-DOSE, "Offsite Dose Calculations," effective August 4, 1982.
This procedure incorporates the use of the plant datalogger computer program in completion of offsite dose calculations. A draft version of this procedure was evaluated, with station management approval, during the 1982 emergency exercise.
Resolutions to problems noted at that time were incorporated into the current procedure issue.
NRC OPEN ITEM (82-14-06)
Conducting a search and rescue exercise for an in.jured and contaminated (simulated) person who will be treated at the hospital.
The RIV office is to be notified 2 weeks prior to conducting this exercise.
PSC RESPONSE A medical emergency exercise is tentatively scheduled for early November, 1982, as the last medical emergency exercise was held on November 16, 1981.
The NRC Region IV office will be notified of the exercise date in accordance with your request.
