Proposal submitted in response to the Commission's regulations requiring conversion of the OSTR from high enriched uranium (HEU) fuel to low onriched uranium (LEU) fuel Gentlemon:

In accordanco with the Commission's regulations contained in 10 CFR 50.64(c)(2),

Crogon State University hereby submits a proposal describing our current program for converting the OSTR from HEU fuo! to LEU fuel. As stated in the attachd lottor from the U.S. Dopartment of Energy, Oregon Stato University has boon informed that Federal Government funding for the subject conversion cannot be orovidnd during Fiscal Year 1991. Thoroforo,it is our proposal to take no further action regarding the OSTR fuel conversion during this time interval.

During late 1991 or early 1992, we will, as necessary, contact the U.S. Department of Energy to determine the availability of funding for conversion of our reactor fuel during Fiscal Year 1992. By March 27,1992, we will communicate with your offico in writing to provido an updated proposal relating to the conversion of OSTR fuel to LEU.
