Gentlemen:

t By' letter dated February.25, 1987, we submitted a. Technical Specifications

-Change Request _ proposing-a change to Technical Specifications (TS) Section 6.9.1'.8 to provide an extension of 30 days to the existing 60 day requirement for-submitting the Semiannual Radioactive Effluent Release Report.to the NRC.

.This submittal'also requested a related exemption from the requirements'of 10CFR50.36a(a)(2) to provide.the sare 30 day extension for' submitting the Semiannual Radioactive Effluent Release Report to the NRC.-

'The-extension ~of the semiannual radioactive luent release reporting requirement.was considered.necessary because of 45 day processing time

' required by;the laboratory performing the effluent sample analyses, As a-resulti submittals of'the report-beyond the required 60, day period.had occurred.

.Since the February 25, 19871 submittal, we'have: ~(1).streamlinedourprocesses for; collecting'the data and preparing.the report. and (2). revised our contract s with the laboratory to include a penalty for. delays in processing the samples.

- We have determined that an extension to the semiannual radioactive' effluent release reporting requirements of the TS and 10CFR50.35a(a)(2) is no' longer-4 necessary because our efforts'have been effective'in that the most recent-reports have been submitted within'the required.60. day period. Therefore, this letter withdraws our. Application for Amendment to Facility Operating License HPF 39 and the.related request for exemption from 10CFR50.36a(a)(2), dated-February 25,,1987 9.102120367.'910206
