MOTION FOR EXTENSION OF TIME WITHIN WHICH TO FILE CONTENTIONS On October 5, 1981 the State of Louisiana filed a

" Petition for Leave to Inter.ene..." in the operating license proceeding _in the above captioned matter. On February 10, 1982 in its " Memorandum and Order Ruling on Petitions to Intervene" this Honorable Licensing Board ordered "that the State of Louisi-ana shall be admitted as an interested state under Section 2.715 to any proceedings which may result from the filing of an admis-sable contention and may be admitted as a party under Section 2.714 contingent upon its filing and admissable contention.

On August 20, 1982 this Honorable Board further ordered that " Contentions shall be filed on or before December 15, 1982."

This order also sets dates for the service of Answers and Responses, and a special pre-hearing conference, l'

The State of Louisiana herein respectfully moves that the date for the filing of contentions be extended for thirteen (13) months until January 15, 1984, or any other such' reasonable time as this board may suggest, and that the date of the special pre-hearing conference be adjusted accord-ingly for the following reasons:

1) On November 5, 1982 the applicant, Gulf States Utilities filed a " Request for Amendment of Construction Per-mit No. CPPR-145" wherein they requested that the latest completion date for River Bend Station, Unit 1, be extended

from !! arch 31, 1983 to December 31, 1985.

2) The operating license hearing for River Bend Station, Unit 1, originally scheduled for October, 1984, will presumably be rescheduled if the " Request for Amendment to Construction Permit No. CPPR-145" is approved.
3) The State of Louisiana has been informed by a member of the NRC staff that the staff has not completed its technical review of Gulf States Utility's application for an operating license for River Bend Station, Unit 1.
4) The SER is not scheduled to be issued until Dec-ember 2, 1983. In view of the request for an amendment to the construction permit, it is possible that this date may be re-scheduled. The State of Louisiana respectfully suggests that it cannot adequately frame its contentions until it has had time to study and evaluate the SER.

-5) The State of Louisiana has just-recently re-ceived voluminous amendments to the applicant's FSAR which it needs time to study and evaluate before it is able to frame its contentions.

6) For the above reasons, the State of Louisiana respectfully suggests .that the current December. 15, 1982 dead-line is now unreasonable and unduly burdensome on mover.
